SUMMARY:International Day for the Eradication of Poverty
DESCRIPTION:The observance of the International Day for the Eradication of Poverty can be traced back to 17 October 1987. On that day\, over a hundred thousand people gathered at the Trocadéro in Paris\, where the Universal Declaration of Human Rights was signed in 1948\, to honour the victims of extreme poverty\, violence and hunger. \nThey proclaimed that poverty is a violation of human rights and affirmed the need to come together to ensure that these rights are respected. These convictions are inscribed in a commemorative stone unveiled on this day. Since then\, people of all backgrounds\, beliefs and social origins have gathered every year on October 17th to renew their commitment and show their solidarity with the poor. \nReplicas of the commemorative stone have been unveiled around the world and serve as a gathering place to celebrate the Day. One such replica is located in the garden of United Nations Headquarters and is the site of the annual commemoration organized by the United Nations Secretariat in New York. \nThrough resolution 47/196 adopted on 22 December 1992\, the General Assembly declared 17 October as the International Day for the Eradication of Poverty and invited all States to devote the Day to presenting and promoting\, as appropriate in the national context\, concrete activities with regard to the eradication of poverty and destitution. \nThe resolution further invites intergovernmental and non-governmental organizations to assist States\, at their request\, in organizing national activities for the observance of the Day\, and requests the Secretary-General to take\, within existing resources\, the measures necessary to ensure the success of the Day’s observance by the United Nations.\nOctober 17th presents an opportunity to acknowledge the effort and struggle of people living in poverty\, a chance for them to make their concerns heard\, and a moment to recognize that poor people are the first ones to fight against poverty. Participation of the poor themselves has been at the center of the Day’s celebration since its very beginning. DESCRIPTION:Registration information is at: https://www.eventbrite.com.au/e/unfinished-business-50-years-after-henderson-tickets-1736078881669 \nThe Henderson Commission of Inquiry into Poverty (1972-1975) identified structural inequality as the primary driver of poverty and recommended a suite of measures to ensure no Australian would fall below the poverty line. Fifty years later\, around 3.3 million Australians (13.4%) remain in poverty\, with persistent gender inequality and the welfare state’s systematic failure to serve First Nations peoples representing critical unfinished business from Henderson’s agenda. \nThis online panel event examines the trajectory of Australian poverty policy since Henderson’s landmark report\, analysing why many of the report’s core recommendations were not implemented and how poverty has evolved in the context of labour market casualisation\, housing unaffordability\, and the development of an increasingly punitive social security system. The panel discussion will be guided by three key questions: \nHow has the nature and measurement of poverty changed since 1975?\nWhat structural barriers continue to prevent effective poverty reduction?\nWhat future policy innovations could achieve Henderson’s goal of ensuring no Australian falls below the poverty line?\nDrawing on contemporary poverty research\, policy analysis\, and lived experience\, panellists will assess contemporary social policy frameworks against Henderson’s original vision\, while also exploring future opportunities for change. \nFacilitator: \nDr Cassandra Goldie AO is CEO of ACOSS and Adjunct Professor with UNSW Sydney. Cassandra has represented the interests of people who are disadvantaged\, and civil society generally\, in major national and international processes as well as in grassroots communities. Cassandra is Co-Chair of the ACOSS and UNSW Sydney Poverty and Inequality Partnership\, and a member of the Federal Government’s independent Economic Inclusion Advisory Committee. In 2023\, she was appointed an Officer of the Order of Australia (AO) for distinguished services to social justice through leadership and advocacy\, promoting the rights of marginalised and disadvantaged people. \nPanellists: \nAssociate Professor Bruce Bradbury is an Associate Professor at the Social Policy Research Centre (SPRC) and part of the UNSW Poverty and Inequality Partnership. His research looks at poverty\, inequality and economic disadvantage and the role of government policies in their creation\, alleviation and prevention. He is the co-author of the 2015 book Too many children left behind: The U.S. achievement gap in comparative perspective and a co-editor and author of the 2001 book The Dynamics of Child Poverty in Industrialised Countries. \nProfessor Kay Cook is the Associate Dean of Research in the School of Social Sciences\, Media\, Film and Education at Swinburne University and the only female academic or qualitative researcher on the federal Economic Inclusion Advisory Committee. Her research focuses on the gender of social policy processes and their outcomes\, which are often most striking and disadvantageous for single mother families. \nJeremy Poxon is a welfare rights activist based in Ballarat. As a lead organiser on the grassroots campaign to Raise the Rate\, Jeremy worked alongside welfare recipients to push their demands for economic justice to the forefront of the national agenda. His investigations and condemnations of Australia’s welfare system regularly appear in the ABC\, The Guardian\, SBS\, and elsewhere.

He is a sociologist\, poet and social justice advocate and was national CEO of the St Vincent de Paul Society from 2006 to 2018. He has written and spoken widely on neoliberalism and the structural causes of inequality. He is the author of The language of the unheard (2012)\, a collection of poems\, Communists like us (2017) and several book chapters as well as regularly contributing to Arena\, The Canberra Times\, Eureka Street\, The Guardian\, and elsewhere. He is a member of the Australian Services Union. \nFelicity Reynolds was CEO of the Mercy Foundation from 2008 until 2019\, when she moved to Canberra. She re-focussed the Foundation on the issue of ending homelessness\, through supporting structural change and encouraging the use of evidence based approaches to link people experiencing homelessness with housing and housing support. Felicity has Social Work qualifications from the University of New South Wales and is a former Churchill Fellow who used her fellowship to investigate effective responses to people who experience chronic homelessness. She is currently a Director on the board of the Australian Alliance to End Homelessness and continues to be a part-time member of the NSW Mental Health Review Tribunal. Felicity co-authored the chapter on homelessness services reform in the book ‘Homelessness in Australia” published by UNSW Press. \nKatrina Fanning is a Wiradjuri woman from NSW who has had a long career in the government\, community and sport sectors. She held Senior Executive positions in Centrelink\, Aboriginal Hostels and the Department of Education\, Employment and Workplace Relations and completed a secondment to the Ministry of Social Development based in Auckland in 2008. Katrina is currently a Board member for the Fred Hollows Foundation\, Canberra Raiders\, ACT Women’s Legal Centre and Winnunga Nimmityjah Aboriginal Health and Community Service. She is the Chairperson of the ACT Aboriginal and Torres Strait Islander Elected Body and the Australian Rugby League Indigenous Council. In addition she is part of Advisory Bodies for the ANZ Business Leadership Forums\, Athlete Advisory Group for Sport Integrity Australia and is a small business owner in Canberra. Katrina was named the ACT Australian of the Year in 2020\, ACT Woman of the Year in 2014 and awarded a Public Service medal in 2015 for her work in Indigenous Affairs\, women’s rights\, homelessness and family violence. \nAbout the facilitator\nGenevieve Jacobs is the Group Editor for Region Media\, Australia’s fastest growing digital news platform. Genevieve chairs the ACT arts minister’s Creative Advisory Council and co-chairs the ACT Reconciliation Council. She sits on the boards of the Cultural Facilities Corporation\, the National Folk Festival and Canberra International Music Festival\, and is a director of the Conflict Resolution Service and the Australian Centre for Christianity and Culture. She is also a champion for a number of including the Capital Region Landkeeper’s Trust and ACT Wildlife Rescue. Genevieve has an enduring interest in building and strengthening community engagement\, and is a partner in the family farming enterprise.

DESCRIPTION:In October 2018\, as part of Uniting’s Fair Treatment campaign\, 100 people walked the 500\,000 steps from Dubbo\, in Western NSW\, to deliver a message to NSW Parliament in Sydney – highlighting how far a person in regional NSW may have to travel to reach the drug treatment they need. \nThis Long Walk to Treatment has now been made into a powerful and moving documentary telling the personal stories behind a movement to reform drug laws and policy and make treatment available to all\, breaking the cycle of entrenched poverty that often sits alongside drug addiction. \nThis is a free public screening\, with refreshments available from 6pm\, screening at 6:45pm and a short Q&A session to follow.

DESCRIPTION:At CS#1\, we believe we ALL need to experience the harsh realities of poverty\, to be able to find a solution. \nWe have therefore set ourselves the difficult challenge to provide lunch for 30-50 people\, at a budget of just 66 cents per person. \nThis budget reflects the fact that many Aussies are living on just $2 a day. Join us as we shine a light on this important issue.

DESCRIPTION:Evidence for (and against) systems change: addressing severe and multiple disadvantage \nHow can we promote a more critical approach to understanding the interlocking nature of severe disadvantages? How do we increase knowledge in this field without stigmatising and ‘othering’ people? And what is the relationship of this is to systemic change? In this keynote address\, Julian Corner will discuss the use and abuse of evidence in social policy. Julian will draw on the work of Lankelly Chase and its approach to change\, including the use of action inquiries to explore what it might take to change systems that perpetuate severe and multiple disadvantage. \nSupported by UNSW Canberra and Power to Persuade
