While it is too early to outline these impacts with any confidence\, what we can do at this stage is reflect on the opportunities that COVID-19 presents for examining some of the long-standing\, taken-for-granted rules and regulations about living and working. \nIn the paper\, ‘Never Let a Crisis Go to Waste: Opportunities to Reduce Social Disadvantage from COVID-19’\, Life Course Centre researchers present ideas on potential opportunities for rethinking\, redesigning and reworking social policies to address disadvantage. DESCRIPTION:Around 50\,000 children and young people in Queensland live in informal kinship care with grandparents\, aunts\, uncles\, brothers\, sisters\, cousins\, and other relatives to keep them out of the child protection system. \nInformal Kinship Carers make significant sacrifices including postponing retirement\, withdrawing their superannuation\, changing careers\, disrupting relationships and being forced into poverty. \nThese carers fall between the cracks of Federal and State Governments and receive little or no financial or other support to for children in their care.\nOn Wednesday 20 October\, PeakCare hosts the fourth Kinship Care Forum and asks the question – What Informal Kinship Carers need\, what they really\, really need? \nIt happens during Anti-Poverty Week with local\, national\, and international speakers including from the UK and NZ to shine a light on the needs of carers and children.

SUMMARY:Tackling child poverty in the wake of COVID-19: Priorities for Australia’s social security and family payments systems
DESCRIPTION:As the economic effects of the COVID-19 pandemic continue to ramify across communities\, the number of children and families living in poverty is set to escalate. \nBefore the pandemic\, rates of child poverty in Australia were already stubbornly high\, with more than one in six children living below the poverty line. In the 1980s Australia led the world in implementing measures to guard against child poverty\, reducing it by over 30 per cent through reforms to the family payments system. These reforms\, however\, have been steadily unwound over the past two decades\, with a succession of cuts to family payments and decisions to slash social security payments to low-income families. \nThis webinar brings together a panel of speakers to examine child poverty in the context of the COVID-19 pandemic\, with a particular focus on the role of social security and family payments in alleviating child poverty. SUMMARY:Home is Where the Heart is: The Link Between Poverty\, Housing\, and Health
DESCRIPTION:The facts\nSecure and affordable housing is critical to overcoming many of the economic\, social and chronic disease challenges facing rural and remote Australians\, particularly chronic diseases closely related to housing such as rheumatic heart disease. \nPeople in rural and remote Australia have lower incomes\, lower net household worth\, higher instances of risk factors for poor health\, higher levels of chronic disease\, accidents and injury\, and reduced life expectancy. \nA key challenge for people living in poverty is access to appropriate\, secure and affordable housing. Living in inappropriate\, poor and insecure housing leads to many adverse health outcomes related to stress\, poor nutrition\, accidents\, falls and communicable diseases. As a recent Australian Housing and Urban Research Institute report notes\, the private housing market fails to decently and affordably accommodate people on low incomes or facing other forms of disadvantage. \nTwo-thirds of Aboriginal and Torres Strait Islander Australians live outside major cities. A critical factor in improving health outcomes for Indigenous Australians is the provision and maintenance of appropriate housing. DESCRIPTION:Until we acknowledge the importance of the early years to lifelong learning\, health\, and emotional outcomes\, reform will continue to be hidden behind a fog of confused responsibilities\, incoherent government arrangements\, and disconnected from the realities of family life. Services\, particularly in relation to early learning\, will continue to be unaffordable\, inaccessible\, and of variable quality. \nA superficial overview of structures relating to early childhood point to five disconnected systems: childcare\, preschool\, children’s health\, family and community services\, and child protection. And in these respective five systems\, there are five associated problems: unaffordable services of variable standards\, disconnected\, inaccessible\, ad hoc\, and unaccountable. \nFew would dispute the system needs reform. The evidence suggests it should be a priority. Under such circumstances\, the logical conclusion is that the government would act. This is inconsistent\, however\, with the nature of politics. Governments of all persuasions are confronted with a range of competing priorities – and will only take on challenging reform there is a strong movement for change demanding actions. \nOur role\, therefore\, is to make early childhood development an issue that is impossible to ignore. This is not a simple matter.
