DESCRIPTION:Registration information is at: https://www.eventbrite.com.au/e/unfinished-business-50-years-after-henderson-tickets-1736078881669 \nThe Henderson Commission of Inquiry into Poverty (1972-1975) identified structural inequality as the primary driver of poverty and recommended a suite of measures to ensure no Australian would fall below the poverty line. Fifty years later\, around 3.3 million Australians (13.4%) remain in poverty\, with persistent gender inequality and the welfare state’s systematic failure to serve First Nations peoples representing critical unfinished business from Henderson’s agenda. \nThis online panel event examines the trajectory of Australian poverty policy since Henderson’s landmark report\, analysing why many of the report’s core recommendations were not implemented and how poverty has evolved in the context of labour market casualisation\, housing unaffordability\, and the development of an increasingly punitive social security system. The panel discussion will be guided by three key questions: \nHow has the nature and measurement of poverty changed since 1975?\nWhat structural barriers continue to prevent effective poverty reduction?\nWhat future policy innovations could achieve Henderson’s goal of ensuring no Australian falls below the poverty line?\nDrawing on contemporary poverty research\, policy analysis\, and lived experience\, panellists will assess contemporary social policy frameworks against Henderson’s original vision\, while also exploring future opportunities for change. \nFacilitator: \nDr Cassandra Goldie AO is CEO of ACOSS and Adjunct Professor with UNSW Sydney. Cassandra has represented the interests of people who are disadvantaged\, and civil society generally\, in major national and international processes as well as in grassroots communities. Cassandra is Co-Chair of the ACOSS and UNSW Sydney Poverty and Inequality Partnership\, and a member of the Federal Government’s independent Economic Inclusion Advisory Committee. In 2023\, she was appointed an Officer of the Order of Australia (AO) for distinguished services to social justice through leadership and advocacy\, promoting the rights of marginalised and disadvantaged people. \nPanellists: \nAssociate Professor Bruce Bradbury is an Associate Professor at the Social Policy Research Centre (SPRC) and part of the UNSW Poverty and Inequality Partnership. His research looks at poverty\, inequality and economic disadvantage and the role of government policies in their creation\, alleviation and prevention. He is the co-author of the 2015 book Too many children left behind: The U.S. achievement gap in comparative perspective and a co-editor and author of the 2001 book The Dynamics of Child Poverty in Industrialised Countries. \nProfessor Kay Cook is the Associate Dean of Research in the School of Social Sciences\, Media\, Film and Education at Swinburne University and the only female academic or qualitative researcher on the federal Economic Inclusion Advisory Committee. Her research focuses on the gender of social policy processes and their outcomes\, which are often most striking and disadvantageous for single mother families. \nJeremy Poxon is a welfare rights activist based in Ballarat. As a lead organiser on the grassroots campaign to Raise the Rate\, Jeremy worked alongside welfare recipients to push their demands for economic justice to the forefront of the national agenda. His investigations and condemnations of Australia’s welfare system regularly appear in the ABC\, The Guardian\, SBS\, and elsewhere.

The breakfast bags contain a simple meal—like what children might receive through a school breakfast program. DESCRIPTION:Nourishing Meals\, Bright Futures is a new initiative by IMPACT Community Services\, which will be launched as part of Anti-Poverty Week in Queensland (October 13-19). \nThis project\, which will roll out early 2025\, is intended to see families collaborate with our hospitality students\, under the expert guidance of trainer Leigh Francis\, to develop customised menus based on dietary needs. The nourishing meals created aim to provide essential sustenance for the families\, particularly for young people\, supporting their wellbeing and learning. \nInitially\, we will involve families from our Intensive Family Support program\, raising awareness within the family unit about healthy diets. This initiative aligns with IMPACT’s focus on holistic wellbeing\, supporting youth emotionally\, educationally\, and physically.

DESCRIPTION:About this event \nMany of the digital risk prediction systems integrated into Unemployment\, Temporary Assistance for Needy Families (TANF)\, Supplemented Nutrition Assistance Program (SNAP)\, and other social insurance programs in the United States over the last two decades promised to reduce waste and abuse by stopping fraud before it starts. In reality\, these systems are increasingly used to tunnel through decades-old program data\, looking for alleged overpayments that are then converted into debt for collection by the federal Treasury Offset Program (TOP). \nThis talk compares the RoboDebt case in Australia to current practice in the United States\, drawing on collaborative work with the Electronic Privacy Information Center (EPIC) to shed light on the political implications of punitive debt production in six states. \nThe public lecture will be followed by light refreshments. \nAbout the Speaker \nProfessor Virginia Eubanks is an Associate Professor of Political Science at the University at Albany\, SUNY. She is the author of Automating Inequality: How High-Tech Tools Profile\, Police\, and Punish the Poor; Digital Dead End: Fighting for Social Justice in the Information Age; and co-editor\, with Alethia Jones\, of Ain’t Gonna Let Nobody Turn Me Around: Forty Years of Movement Building with Barbara Smith. Her investigative reporting and personal essays have appeared in The New York Times Magazine\, Scientific American\, The Nation\, Harper’s\, and Wired. With Andrea Quijada\, she is gathering oral histories of the global automated welfare state for Voice of Witness. She is a 2022 scholar-in-residence at the Electronic Privacy Information Center (EPIC).

The percentage of children living in poverty is higher than the percentage of any other age group\, including those aged 65 years and over. For these children\, Australia is far from being a lucky country. \nDuring this Anti-Poverty Week\, we are calling on all our Parliamentarians to commit to halving child poverty by 2030. This year is the 20th anniversary of Australia’s Anti-Poverty Week. Join us in acknowledging this milestone by attending our panel discussion\, ‘Is Australia the lucky country for all?”. \nOur Panellists: \nCommissioner Natalie Lewis\nA Gamilaraay woman and Queensland Family and Child Commissioner. Natalie is fiercely committed to progressing a transformational reform agenda to ensure that children’s rights and entitlements are upheld in Queensland and nationally. Can freedom from poverty be regarded as one of these rights? \nDr Sharon Bessell\nSharon Bessell is a Professor at the Crawford School of Public Policy at The Australian National University and director of the Children’s Policy Centre\, and of the Poverty and Inequality Research Centre. She is recognised internationally as a leader in rights-based\, child-centred research methodologies\, and is currently leading research on the development of a child-centred framework for assessing multidimensional child poverty. \nCath Bartolo AM\nFor around two decades\, Cath Bartolo AM has been the Chief Executive Officer of Youth and Family Services\, a not-for-profit community organisation based in Logan delivering a range of services including housing\, domestic and family violence support\, children\, youth and family services\, and legal and financial counselling. There are few who so closely understand the impact of poverty on children\, young people and their families. \nFacilitator\nPaul Barclay\nA Walkley Award winner\, Paul Barclay is a regular host and presenter on ABC Radio National’s Big Ideas\, a program he has hosted since at least 2003. DESCRIPTION:Around 50\,000 children and young people in Queensland live in informal kinship care with grandparents\, aunts\, uncles\, brothers\, sisters\, cousins\, and other relatives to keep them out of the child protection system. \nInformal Kinship Carers make significant sacrifices including postponing retirement\, withdrawing their superannuation\, changing careers\, disrupting relationships and being forced into poverty. \nThese carers fall between the cracks of Federal and State Governments and receive little or no financial or other support to for children in their care.\nOn Wednesday 20 October\, PeakCare hosts the fourth Kinship Care Forum and asks the question – What Informal Kinship Carers need\, what they really\, really need? \nIt happens during Anti-Poverty Week with local\, national\, and international speakers including from the UK and NZ to shine a light on the needs of carers and children.
