DESCRIPTION:About this event \nMany of the digital risk prediction systems integrated into Unemployment\, Temporary Assistance for Needy Families (TANF)\, Supplemented Nutrition Assistance Program (SNAP)\, and other social insurance programs in the United States over the last two decades promised to reduce waste and abuse by stopping fraud before it starts. In reality\, these systems are increasingly used to tunnel through decades-old program data\, looking for alleged overpayments that are then converted into debt for collection by the federal Treasury Offset Program (TOP). \nThis talk compares the RoboDebt case in Australia to current practice in the United States\, drawing on collaborative work with the Electronic Privacy Information Center (EPIC) to shed light on the political implications of punitive debt production in six states. \nThe public lecture will be followed by light refreshments. \nAbout the Speaker \nProfessor Virginia Eubanks is an Associate Professor of Political Science at the University at Albany\, SUNY. She is the author of Automating Inequality: How High-Tech Tools Profile\, Police\, and Punish the Poor; Digital Dead End: Fighting for Social Justice in the Information Age; and co-editor\, with Alethia Jones\, of Ain’t Gonna Let Nobody Turn Me Around: Forty Years of Movement Building with Barbara Smith. Her investigative reporting and personal essays have appeared in The New York Times Magazine\, Scientific American\, The Nation\, Harper’s\, and Wired. With Andrea Quijada\, she is gathering oral histories of the global automated welfare state for Voice of Witness. She is a 2022 scholar-in-residence at the Electronic Privacy Information Center (EPIC).

DESCRIPTION:As NSW recovered from the 2019-20 Summer Bushfires and the first case of COVID-19 was detected in Australia in February 2020\, there was no indication of the upheaval and sacrifices that lay ahead. \nThis report series\, Aftershock: Addressing the Economic and Social Costs of the Pandemic and Natural Disasters\, explores the impacts of the pandemic and natural disasters across four key domains of wellbeing – mental health\, domestic violence\, housing security and child welfare and development – drawing together research and latest data to highlight the devastating impacts of the past two and half years. The aim is to document the huge personal and economic impacts which\, if left unaddressed\, will leave a long-term mark on the economy of NSW and its people. \nNCOSS will release its fourth in the series to mark Anti-Poverty Week.  Previous reports focused on mental health\, domestic and family violence and housing and can be found here.

DESCRIPTION:1 in 6 Australian children aged 10 to 14 years\, that’s 774\,00 children\, lived in poverty in 2017-18. The percentage of children living in poverty is higher than the percentage of any other age group\, including those aged 65 years and over. For these children\, Australia is far from being a lucky country. \nDuring this Anti-Poverty Week\, we are calling on all our Parliamentarians to commit to halving child poverty by 2030. This year is the 20th anniversary of Australia’s Anti-Poverty Week. Join us in acknowledging this milestone by attending our panel discussion\, ‘Is Australia the lucky country for all?”. \nOur Panellists: \nCommissioner Natalie Lewis\nA Gamilaraay woman and Queensland Family and Child Commissioner. Natalie is fiercely committed to progressing a transformational reform agenda to ensure that children’s rights and entitlements are upheld in Queensland and nationally. Can freedom from poverty be regarded as one of these rights? \nDr Sharon Bessell\nSharon Bessell is a Professor at the Crawford School of Public Policy at The Australian National University and director of the Children’s Policy Centre\, and of the Poverty and Inequality Research Centre. She is recognised internationally as a leader in rights-based\, child-centred research methodologies\, and is currently leading research on the development of a child-centred framework for assessing multidimensional child poverty. \nCath Bartolo AM\nFor around two decades\, Cath Bartolo AM has been the Chief Executive Officer of Youth and Family Services\, a not-for-profit community organisation based in Logan delivering a range of services including housing\, domestic and family violence support\, children\, youth and family services\, and legal and financial counselling. There are few who so closely understand the impact of poverty on children\, young people and their families. \nFacilitator\nPaul Barclay\nA Walkley Award winner\, Paul Barclay is a regular host and presenter on ABC Radio National’s Big Ideas\, a program he has hosted since at least 2003.
